Andrew Brown Jr., the Black man fatally shot by police in North Carolina last week, had both hands on the steering wheel when sheriff’s deputies started firing at him, an attorney representing his family announced Monday after relatives were allowed to see a “snippet” of body camera footage of the fatal shooting.

Brown’s family members were allowed to see just 20 seconds of one Pasquotank County deputy’s body camera video from the shooting that has not yet been released to the public, civil rights attorney Benjamin Crump, who is representing Brown’s family, said at a Monday afternoon press conference after the viewing.
“We do not feel that we got transparency,” Crump said, explaining: “We only saw a snippet of the video when we know the video started before and after what they showed the family.”
Chanel Cherry-Lassiter, the lawyer who watched the video with the family members (“between 10 and 20 times”) said that from the footage, Brown did not appear to pose a threat to deputies when he was shot while authorities were executing a search warrant.
The attorney said Brown was sitting in his driveway when a sheriff’s truck blocked him in and that deputies ran up to his car shooting: “They’re shooting and saying ‘Let me see your hands’ at the same time,” the attorney said.
“Andrew had his hands on his steering wheel … He was not reaching for anything, he was not touching anything,” Cherry-Lassiter said, counting eight different deputies in the video who she said Brown was not threatening “in any kind of fashion.”
Brown kept his hands on the steering wheel as he was being shot at and “finally” decided to try and drive away from officers, according to Cherry-Lassiter, who said officers were still shooting at Brown as he drove off and ran the car into a tree.
Pasquotank County Attorney Michael Cox said in a statement earlier in the day that parts of the video were being redacted “to protect an active internal investigation.”

“Let’s be clear, this was an execution,” Cherry-Lassiter said. “We watched this over and over and over to make sure we were clear at what was going on and what was transpiring.”

Brown’s death has sparked days of protests in Elizabeth City, as well as mounting pressure for law enforcement to release video of the shooting to the public. The sheriff’s office has placed seven of the department’s 55 full-time deputies on paid administrative leave due to the shooting.
